Fix the hedge funds investors, Banks, pension funds, from buying oil and hording it just like OPEC does with oil through use of quotas. Repeal of the Glass-Steagll act and deregulation have turned oil futures into a gaming house, that we could see $200 oil and a collapse of our economy if Cogress doesn't get off their collective asses and do something.
